Job Description and Duties
Under general direction of the Business Excellence Section Manager, the Analyst Ill independently coordinates the Department of Child Support Services (DCSS) strategic planning activities. The incumbent works with managers and staff at all levels of the organization to coordinate, maintain, monitor, and report on the DCSS Strategic Plan and Annual Business Plan. The Analyst Ill ensures strategic objectives, timelines, and progress indicators are well-defined, consistently documented, and aligned with department-wide priorities. Responsibilities include preparing clear progress summaries, supporting leadership planning meetings, validating data, and creating tools to track strategic goals.

Working Conditions
DCSS is a diverse, family-friendly organization. The headquarters office is located in Rancho Cordova convenient to Highway 50, with free parking, close to restaurants and shopping. The facility consists of standard office workspace, within a 2-story building, and may require sitting for long periods of time while using a personal computer, reviewing documents, and attending meetings. The position requires occasional travel to off-site meeting locations, conferences, or training. The work environment is fast paced and requires the incumbent to be flexible, use good time management practices, and effectively identify priorities to complete assignments timely.
This position may be eligible for a hybrid work schedule. The amount of telework is at the discretion of the department and is subject to change as business needs arise. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment.

- Experience analyzing data from diverse program areas to identify trends, gaps, risks, and opportunities for improvement.
- Skill in developing, maintaining, and refining dashboards and tracking tools that monitor strategic progress with accuracy and clarity.
- Excellent written and verbal communication skills, including preparing clear reports, summaries, presentations, and strategic updates for executives and stakeholders.
- Ability to plan and facilitate department-wide strategic planning meetings, review cycles, and decision-support activities.
- Experience collaborating with cross-functional teams to ensure alignment, consistency, and effective change-management communication.
- Strong organizational skills with the ability to prioritize work, manage timelines, and ensure accurate documentation of strategic progress.
- Demonstrated ability to proactively identify risks, misalignments, and performance gaps, and recommend data-informed mitigation strategies.
- Capacity to conduct research, evaluate best practices, and incorporate stakeholder input into evidence-based strategic recommendations.
- Professional credibility and strong partnership skills when working with executives, managers, and staff across the department.
