Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY FACILITIES OPERATIONS SPECIALIST (PRG MGR) - (ACCELERATED HIRE), Position Description Number T5405000 and is part of the FACILITY ENGINEERS, National Guard. This vacancy does not meet the criteria for appointment of annuitants.Duties
- As a SUPERVISORY FACILITIES OPERATIONS SPECIALIST (PROGRAM MANAGEMENT), GS-1640-12, you will program, manage, schedule and direct the operations, maintenance and repair, rehabilitation and improvements to ARNG facilities in a geographically separated area. Additionally, this position administers the state NGB energy management program. Supervises the work of the function. Supervisory duties require a minimum of 25% of the incumbent's time.
Qualifications
The position under this announcement is being filled using the National Guard Accelerated Hiring Authority (NG AHA). Selection will be made through a process without applying traditional competitive rating and ranking procedures and where interviews are optional. Veteran's Preference does NOT apply. Merit factors shall be the basis for selection. Merit factors are determined by the individuals' ability to perform the duties of the position. Merit is based on such factors as previous work experience, education, abilities, and competencies. In order to be referred, applicant must meet all general, specialized and educational requirements of the position. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have one year equivalent to at least next lower grade level experience. Must have experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan. Experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems. Experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness; managing funds to support the maintenance and repair program. Identifies requirements, and develops and recommends operating budgets for maintenance, repair, and operations and maintenance minor construction programs. Experience developing and implementing management control policies and procedures; approving operating budget requests for fixed assets and consumable inventory; developing, provides guidance, and managing real property operations in all military department facilities; overseeing the development of maintenance methods, standards and techniques. Experience managing and directing fire prevention and protection activities; overseeing routine inspections of existing facilities to ensure compliance with the Occupational, Safety and Health Act (OSHA) and contract specifications.
