Duties

Serves as the facility expert on the managerial cost accounting database and related software necessary for independently producing analytical cost, utilization, and clinical information. Possesses an understanding of the way the health care system functions in order to maintain the managerial cost accounting allocation structure interfaces. Maintains and modifies the managerial cost accounting program in order to reflect any changes in the health care system . Analyzes the existing automated & manual systems to determine the type of financial and clinical information available. Reviews and analyzes computer­ generated cost, budget, and clinical reports on a monthly/quarterly basis. Designs and conducts comprehensive management studies that evaluate areas for improvement in the organizational structure, staffing, administrative procedures, work processes, or workload distribution. Identifies trends, accomplishments and/or deficiencies related to the program in order to devise solutions or propose alternate courses of action. Analyzes space usage by all hospital services in order to allocate support. Identifies areas and issues for nationwide review and promotes discussions among national agency health administration groups on these issues. Communicates/coordinates personnel and staff in order to overcome technical and interpersonal problems. Prepares and gives oral presentations on the program's objectives and status to the department's personnel. Provides service to our customers in a timely and professional manner, finding out their preferences, allowing them to choose between options available and requesting their feedback. Researches the existing health care system organization structure in order to create appropriate staffing allocations. Verifies the accuracy of the data, noting trends, analyzing variances and identifying areas for concern and/or improvement. Designs cost and clinical studies which are reflective of the services provided to improve patient care and resource utilization. Coordinates the training of all levels of local management in the operation use of the cost accounting software. Coordinates the installation and implementation of the managerial cost accounting software extract updates with office staff. Directs and supervises work of the team which includes: Monthly posting of agency data Scheduling of data extracts, and transfer of that data Monitoring monthly processing, and Creation and distribution of management reports to all levels of management Work Schedule: 8am to 4:30pm, 7 days/week (Subject to change by supervisor to meet facility needs.) Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Design and conduct comprehensive management studies that evaluate areas for improvement in the organizational structure, staffing, administrative procedures, work processes, or workload distribution. Functions as the facility expert on the MCA (Managerial Cost Accouting) relational database and related software necessary for independently producing analytical cost, utilization, and clinical information for all levels of management in a timely and accurate fashion. Plans, organizes, and directs the MCA ( Managerial Cost Accouting) program to provide communication, both orally, and in writing to include the use of various communication mediums to include teleconferencing and video telecommunications, with administrative personnel, line supervisors, service chiefs, upper management, VISN, and Headquarters staff. Performs comparative analysis reporting for clinicians and management. Analyzes data trends to identify processes for improvement to include utilization of resources. Develop and implement analysis tools for product lines, site protocols for Clinical Modules, Critical Path Protocols, and specific Clinical Problem finder routines. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary although some light physical effort may be required such as carrying small items like books, paper, etc. Some walking is necessary to meet with staff regarding the MCA program.
