General Job Information
This position is located in the District Department of Transportation (DDOT), within the Office of the Director, Innovation and Performance Division, Analytics, Asset, and Performance Management Branch. DDOT’S mission is to equitably deliver a safe, sustainable, and reliable multimodal transportation network for all residents and visitors of the District of Columbia.
The incumbent is responsible for providing executive leadership in transportation planning, performance-based planning, infrastructure asset planning, data analytics, and organizational performance management. The incumbent directs multidisciplinary staff and employs data, technology, and planning methodologies to support agency strategy, policy development, capital investment, resource allocation, and executive decision-making. The incumbent leads infrastructure, system, and operational intelligence functions. The work encompasses long-range assets and investment planning, transportation system performance planning, strategic and operational planning, performance reporting, technology planning, and the development of forward-looking plans, policies, standards, and analytical tools designed to enhance agency performance and transportation system outcomes.
Duties and Responsibilities
Provides authoritative planning, policy, analytical, and managerial advice to senior agency leadership on complex transportation planning, infrastructure, performance, technology, and organizational matters. Directs agency-wide data-based and performance-based planning that connects strategic goals, transportation needs, asset conditions, capital planning, budgeting, project prioritization, program delivery, and measurable outcomes. Leads infrastructure asset planning, including asset inventories, condition assessment, lifecycle planning, investment prioritization, and long-term stewardship of transportation assets. Directs transportation system planning and analysis involving network performance, mobility trends, safety, accessibility, reliability, multimodal outcomes, transportation demand, and customer experience. Oversees performance planning and management, including goals, measures, targets, dashboards, and local and federal performance reporting.
Leads operational and organizational planning to improve service delivery, workforce and resource allocation, budgeting, workload management, business processes, and agency performance. Directs the development of planning analysis, forecasts, models, geographic information systems, dashboards, data visualizations, and decision-support tools for executives, program managers, partner agencies, elected officials, and the public. Oversees interactive platforms for capital projects and programs to improve project planning, executive oversight, coordination, transparency, accountability, and access to information. Provides authoritative advice on citywide transportation plans, capital projects, private development, public space permits, multimodal access, asset needs, and proposed transportation policies and programs. Ensures that asset, performance, financial, geographic, operational, and public-input data are incorporated into transportation planning, capital planning, project planning, and investment prioritization.
QUALIFICATIONS AND EDUCATION
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of specialized experience may include analysis, investigative work, preparation of reports, community facilitation presentations, or similar work experience.
Prior supervisory/management experience is preferred
WORKING CONDITIONS/ENVIRONMENT
Work is usually in a controlled environment (250 M St. SE, Washington, DC 20003) and involves some exposure to moderate risk of accidents and requires following basic safety precautions.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining unit.
Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employment agency with a telephone number where they can be reached.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
