THE POSITION

DESCRIPTION OF WORK

This position focuses on creating, delivering, and enhancing training for internal staff, other agencies, and public sector organizations about taxes, tax systems, and department programs. Work blends instruction, analysis, and responsive communication to ensure learners gain the skills and knowledge they need. As a Taxpayer Program Development Specialist, you will perform the following duties:


  • Training Design: Develop and modify training programs and presentations that teach both basic and detailed information
  • Knowledge Development: Stay current with tax laws, rules, polices, and department procedures as well as training methodologies and technology to inform design and delivery
  • Content Delivery: Prepare for and conduct trainings and presentations in a variety of in-person and virtual formats for small to large audiences
  • Session Management: Encourage effective discussion and dialogue, address and resolve issues that arise during training, and ensure all required paperwork is completed
  • Results Evaluation: Analyze and monitor training program effectiveness through statistics, feedback, and assessments
  • Impactful Updates: Apply the results of analyses to make changes that address any skill gaps and ensure comprehension and application of material

Work Schedule and Additional Information: 

  • Full-time employment
  • Work hours are 9:00 AM to 5:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, upon successful completion of a six-month, in-office training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Four (4) years of experience in reviewing tax documents and making taxpayer liability decisions including computing penalty and interests by approving refund requests, approving deferred payment plans, functioning as a lead worker for tax examiners, or preparing original correspondence advising on the status of a case or explaining the application of tax laws; or
  • Any equivalent combination of experience and training which provides the applicant with the required knowledges, skills and abilities.

Legal Requirements: 

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.


This position is subject to the provisions of a collective bargaining agreement or memorandum of understanding.
