This position is a member of our Enforcement Division.
HERE'S WHAT YOU'LL BE DOING
- Purchase equipment, materials, supplies and services for the division; ensure appropriate inventory of supplies are maintained in the division; research available suppliers; solicit, evaluate, and award bids; review, prepare, and administer receipts of purchases, services and compliance with purchase orders; and audit invoices for accuracy, receipt of material, and compliance with purchase orders.
- Reconcile division(s) purchases and ensure accuracy of accounting databases such as Uniform State Accounting System (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS); verify the outstanding encumbrances and initiate the appropriate methods for correcting errors or liquidating remaining funds; and work with division budget staff to ensure proper and timely use of funds.
- Maintain and review purchasing and procurement procedures, reports, records, and files. Review, approve, and tracks division(s) purchases; maintain spreadsheets, databases, and files to include documentation related to each purchase; review invoices to ensure sufficient funding is available, and to ensure compliance with Prompt Payment Law; and serve as liaison to the Financial Administration Division.
- Serve as the division Procard Site Coordinator (PSC). Ensure transactions are billed and matched with monthly Procard Statements from Financial Administration Division and all necessary documents are submitted in a timely manner when reconciling statements.
- Advise and train division staff regarding purchasing activities and state and agency purchasing regulations.
- Serve as division travel coordinator. Prepare and submit travel authorizations and travel vouchers to Financial Administration Division following agency deadlines. Train less experienced staff on travel procedures and policies.
KEY QUALIFICATIONS
- Experience working with administrative policies and regulations related to purchasing, budget and/or state contracting for a state agency.
- Experience involving purchasing or procuring commodities, equipment, or services for a state agency.
- Experience working with obtaining quotes and purchasing supplies.
REQUIRED EDUCATION & EXPERIENCE
Graduation from a standard senior high school or its equivalent plus three years of full-time experience in purchasing.
OR
Four years of full-time experience in administrative capacity** involving purchasing experience and responsibilities.
*Fifteen semester hours from an accredited college or university may be substituted for six months of the required experience with a maximum substitution of four years.
**Administrative capacity is work where primary duties consist of performing administrative tasks of an office, excluding work such as clerical, secretarial, sales, equipment operations, and manual labor.

Work Schedule
Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the TCEQ Enforcement Division.
