Job Description
TJJD provides dorm-based residential treatment to youth committed to TJJD and assigned to a state-operated high-security juvenile correctional facility. The dorm to which a youth is assigned depends upon whether the youth require general treatment only or supplemental treatment including, but not limited to, mental health, aggression management, or sexual behavior treatment. All youth may be temporarily removed from their assigned dorms and placed in the Regulation Safety Unit (RSU) upon engaging in certain dangerous or disruptive behaviors. The Regulation Safety Unit contains individual rooms, uses a central control station to control entry to and exit from the unit, and implements enhanced youth supervision and counseling practices.
Performs moderately (journey-level) managerial work reviewing Regulation Safety Unit admission and local extension decisions; ensures youth are provided due process and appropriate documents; supervises the Regulation Safety Unit¿s case managers, youth development coaches (coaches), and liaisons; oversees and evaluates the unit¿s daily operations, security programs, and treatment program activities involving youth and staff; conducts youth treatment programs; and monitors overall appropriateness of referrals and admissions to the Regulation Safety Unit. Assists with supervision of the facility¿s overall physical security, entrance and egress to the facility, searches, gate house operations and control center operations, and may supervise the Redirect Program.
Work involves:
reviewing Regulation Safety Unit admission and local extension decisions and making determinations to release youth from the security program before expiration of the approved period;
conducting youth groups, interventions, and individual counseling;
providing technical assistance, training and direction to the case managers and youth development coaches;
ensuring compliance with laws, rules, regulations, policies, procedures, and standards relating to case management, individual counseling and group-counseling sessions, due process, unit security, youth movement, on-the-job training, and related operations and programs;
planning, prioritizing, and scheduling unit activities;
facilitating multi-disciplinary team meetings;
analyzing and using data to make and support decisions and make recommendations to improve programs and operations;
representing the unit during staff and special meetings and providing relevant information regarding the unit¿s operations and activities with the program supervisor, facility compliance officer, and facility administrators;
acting as the unit¿s liaison with representatives of various facility programs and other community and juvenile justice agencies;
ensuring adequate youth development coach shift supervision and providing direct supervision of youth development coaches and youth during periods of staff shortage or during emergencies;
leading and directing activities of the Regulation Safety Unit and Special Tactics and Response Team (STAR) and the Gang Intelligence unit; and
administering and supervising youth urinalysis tests.
Works in close partnership with a variety of service providers and treatment program staff to ensure availability of all treatment and program services and promote the multidisciplinary team approach.
Works under general supervision, with limited latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week, be on-call, and travel.
Essential Job Duties
Provides oversight, leadership, training and technical assistance to case managers and youth development coaches in the performance of their duties; promotes ethical leadership, excellent performance, confidentiality, a positive working environment, and professional development.
Monitors performance of duties; provides feedback, coaching, and mentoring and uses the coaching, monitoring, and oversight tools for their assigned program area; conducts performance reviews of supervised staff; and initiates or takes corrective personnel actions as necessary.
Promotes understanding of the security program and residential treatment goals and objectives and coaches staff on strategies to achieve goals and objectives; coordinates the implementation of policy and procedural changes; collaborates with training specialists to identify training needs of unit staff; and ensures case managers and youth development coaches complete training requirements.
Monitors and evaluates measures to maintain a secure residential setting; reviews documentation regarding head counts, serious incident reports, suicide risk screenings, and contraband searches to ensure compliance with established procedures and standards; identifies inconsistent practices and implements solutions; coordinates the transferring and transporting of youth; intervenes during emergencies or altercations to prevent escapes and gain physical control of youth; and provides first aid as necessary.
Provides leadership and guidance to the STAR Team and Gang Intelligence unit and coordinates all related activities, including training for STAR Team members.
Reads and reviews information found in youth records related to the youth health and safety and to the security of the facility; implements processes to ensure case managers provide appropriate information to other staff; oversees implementation of case management standards; reviews and monitors preparation and maintenance of records, forms, and reports.
Monitors and evaluates group-counseling sessions, provides counseling to individual youth and in group settings; conducts interventions; demonstrates the use of active listening techniques in interactions with youth and provides training and coaching on such techniques to unit and case management staff.
Monitors and evaluates measures to ensure unit cleanliness, sanitation, and youth hygiene and compliance with safety policies and procedures; identifies inconsistent practices and implements solutions; collaborates with maintenance specialists and risk management specialists to ensure compliance with established standards.
Participates in activities relating to the facility¿s compliance with TJJD policies and procedures, Prison Rape Elimination Act (PREA) standards, TJJD Case Management Standards, collaborates with the facility¿s compliance officer regarding compliance monitoring activities.
Cooperates and consults with the appropriate program supervisor and with facility administrators to ensure established objectives and goals are met; shares relevant information regarding the impact of the unit¿s operations and activities; identifies concerns and trends, and recommends improvements to resolve problems and enhance operations or the delivery of services.
Facilitates multi-disciplinary team meetings and actively participates in staff and special meetings regarding facility and unit operations and activities; prepares for such meetings; acts as unit liaison with the facility¿s compliance officer and facility administrators; considers ideas and points of view from other staff members.
Administers and supervises youth urinalysis tests.
Assists in monitoring the physical security of the campus daily; monitors and supervises perimeter security checks daily; and outside Regulation Safety Unit operations. Makes recommendations to the facility administration regarding security and operation safety enhancements.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures:
- Reports safety hazards and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
Actively embody and support the Texas Model by demonstrating its core values in daily tasks and interactions with others.
Minimum Qualifications
Bachelor¿s degree. Two (2) years of full-time wage-earning experience that may be any combination of the following: (1) experience working with juveniles or adults in a residential setting, treatment, or correctional program; or (2) experience relating to primary service responsibilities including assessments, development and implementation of individual case plans, development and coordination of services, and placement recommendations, referrals of youth, and individual counseling. A minimum of one year of the experience must be in a supervisory or team lead position, or in a senior-level position involving the performance of work with a high level of responsibility and limited or minimal supervision, or in a position responsible for coordinating or monitoring compliance efforts with related standards.
OR
High School diploma or equivalent. Six (6) years of full-time wage-earning experience that may be any combination of the following: (1) experience working with juveniles or adults in a residential setting, treatment, or correctional program; or (2) experience relating to primary service responsibilities including assessments, development and implementation of individual case plans, development and coordination of services, and placement recommendations, referrals of youth, and individual counseling. A minimum of one (1) year of the experience must be in a supervisory or team lead position or in a senior-level position involving the performance of work with a high level of responsibility and limited or minimal supervision, or in a position responsible for coordinating or monitoring compliance efforts with related standards.
Required:
- Must possess a valid driver¿s license.
- Must be certified as a Texas Model Champion or be able to obtain certification within 6 months.
- Must become a TBRI Practitioner, if selected for training
Preferred Qualifications
- Bachelor¿s degree with major course work in business administration, public administration, criminal justice (corrections, not law enforcement or police sciences), social science, behavioral science, or related field.
- Experience providing services for juveniles in a correctional program or other program.
Experience and Education Substitutions:
One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
Military experience in a supervisory capacity as an E-5 or above may substitute for the one year of supervisory experience.
Experience requirements may be satisfied by the prorated part-time equivalent.
Note: Any degree, diploma, high school equivalent, or course hours required to meet minimum qualifications must be from an accredited educational institution.

Requirements for Continued Employment:
- Obtain and maintain certification in the TJJD approved use of force techniques.
- Obtain and maintain certification in First Aid and CPR.
- Maintain a valid driver¿s license.
- Failure to maintain required licensure/certification will result in termination of employment.
