Provides technical advice %26amp; guidance to LPA’s on contracts involving projects receiving state %26amp; federal funds (e.g., pavement, bridge, enhancements, sidewalks, infrastructure maintenance);coordinates obtaining contracts for engineering services from outside sources, ensures all contractual policies %26amp; procedures are followed, reviews %26amp; recommends invoices for payment %26amp; contract agreements %26amp; modifications for approval; utilizes MicroStation to perform engineering plan reviews for LPA projects. Coordinates LPA activities with other sections within District Office, Central Office, Federal Highway Administration (FHWA), Office of Jobs %26amp; Commerce, Rail Commission, local officials, consultants %26amp; Metropolitan Planning Organizations (MPOs). Advises offices, consulting firms, %26amp; local public agencies with projects/problems in assigned area of expertise where established policy does not apply. Coordinates, reviews %26amp;/or recommends funding applications for Local Programs. Assists in development of funding plans to match federal %26amp; local funds. Coordinates local participation in Transportation Improvement Plan (TIP). Utilizes computer %26amp; related software (e.g., Ellis, Enterprise Information Management System (EIMS)) to ensure accurate %26amp; timely updating of management information systems as they relate to delivery of program %26amp; ensures business rules, policies %26amp; procedures are implemented, used %26amp; maintained as standard business practice in designated work environments. Keeps abreast of new scientific methods %26amp; developments affecting department %26amp; recommends changes in emphasis of programs. Represents administrator in administration of multiple complex projects, programs, directives %26amp; develops %26amp;/or revises policies %26amp; directives based on field observation %26amp; testing (e.g., construction plans for paving, drainage, culverts, bridges, sidewalks); assesses feasibility %26amp; soundness of proposed engineering designs when necessary data is insufficient or conformation by testing is advisable. Determines procedures to evaluate changes, implements test studies %26amp; recommends adoption of new procedures, policies %26amp; equipment purchases. Using a computer %26amp; related software (e.g., Microsoft Office), independently generates %26amp; signs name to external %26amp; internal correspondence %26amp; meets with, advises %26amp; counsels engineers, consultants, contractors %26amp; officials from other political subdivisions on departmental policy.
