Official Position Description:
Supervises, plans, and evaluates highway maintenance activities in a yard territory. Supervises and instructs crew leaders in operation of highway projects (e.g., patching potholes, surface patching, paving, sealing, drainage, tile ditch repair, berming, mowing, etc.), along interstates and state highways. Monitors work progress & reports same to county manager. Supervises snow removal and ice control and coordinates activities of reserve snow removal forces during major snow removal effort; evaluates work performance and offers corrective guidance in weak areas. Approves or disapproves sick leave, vacation or personal leave requests. Enforces departmental policies, procedures and safety regulations. Operates heavy motorized equipment (e.g., dump truck, grader, dozer, lowboy, etc.), for training purposes and in time of immediate need.
Inspects highways, bridges, culverts, and other highway appurtenances within yard territory for unsafe road conditions, identifying hazards and general conditions for repair; instructs and enforces safety regulations. Assures that equipment used is repaired and free of hazards. Develops and implements short range plans for highway maintenance activities (e.g., prioritization of work, scheduling, equipment and material needs).
Prepares daily maintenance work schedules and assures proper equipment, material, and tools are distributed for the completion of maintenance and repair projects; recommends requisitions for tools, equipment & materials; ensures that proper inventory control procedures are used to account for tools, equipment, and vehicles; reviews work/activity records prepared by crew leaders; completes project progress reports, snow and ice reports, road inventory reports, etc. Operates personal computer and/or enters data into computer (e.g., EMS, budget information, purchases). Assures accuracy of data entered into Transportation Management System (TMS).
Meets with property owners to negotiate or settle minor complaints regarding highway projects and improvements (e.g., snow/ice, catch basin/manholes, mailboxes, etc.); directs major complaints to county manager; inspects and approves all right-of-way permits within yard territory.
Performs miscellaneous duties as directed by supervisor. Attends seminars, and training classes and serves on committees.
