Description of Job
The Vehicle Services Program (VSP) exists to ensure compliance with the laws that govern the vehicle titling and registration processes as outlined in the Colorado Revised Statutes. Additionally, this program provides guidance and training to the state's authorized agents.
The International Registration Plan (IRP) unit exists to ensure compliance with the laws that govern the vehicle title and registration process as outlined in the Colorado Revised Statute and rules and regulations that delineate the vehicle title and registration functions set forth in the Colorado Code of Regulations, the International Registration Plan and in accordance with DPPA requirements through the examination of title applications. This program also provides guidance and training to the state's authorized agents, the public, and other entities involved in the title and registration and IRP processes.
The IRP unit is seeking an IRP Work Lead to oversee the acceptance or rejection of applications and associated fees, document analysis, validation of request processes, payment acceptance and recording payments. This position ensures all applications for vehicle titles and registrations are issued pursuant to Colorado Revised Statutes, Rule, federal law, the International Registration Plan and that motor vehicle records are kept in accordance with DPPA requirements.
Duties include, but are not limited to:
- Cash handling processes to include data entry, reconciliation of cash drawers and the preparation of cash receipt reports of physical monies collected
- Communicate a thorough working knowledge of vehicle title and registration statutes and departmental rules and regulations to taxpayers and governmental agencies
- Maintain a solid understanding of the International Registration Plan, as well as be able to calculate and explain associated fees
- Prioritize work for the IRP unit
- Provide continued training to staff on procedures, policies, and regulations to ensure understanding and compliance
- Assign resources and prioritizes work received to ensure that operating standards are met. Aide the supervisor in compiling data by completing daily and weekly reports
- Assist with education and assistance to IRP customers via phone, in person, email, and document creation
- Develop, update, and edit procedures for all processes
- Analyze documents and determine action to be entered for records and form of payment in DRIVES system
This position is primarily an on-site position. Employees may be required, on occasion, to work from home for brief periods of time. In such instances, employees will be responsible to provide and maintain a home office or other suitable remote work location as well as internet and a secure Wi-Fi connection. All performance expectations and productivity standards persist when working remotely from home in the same manner as those assigned to an office.

Minimum Qualifications:
Experience Only:
Three (3) years of relevant experience in General Clerical and/or Cashiering.
General Clerical work experience is typically performed by office clerks and/or administrative assistants this includes, but is not limited to tasks such as:
Experience providing exceptional customer service in the call center and/or online; interfacing with a variety of people from many levels within the organization and community.
Data entry including: entering information into a program or database (appointments, contact information, customer records)
Regular, daily work responsibilities utilizing equipment and software used in offices (E-Mail, Microsoft Office programs (Word, Excel, PowerPoint), Google Apps, etc.)
Regular, daily work responsibilities utilizing computer systems, scanners, printers, copiers, fax machines and other technologies
Typing professional emails, letters, reports, briefings, forms, memoranda, etc.
Reviewing and comparing data for accuracy and completeness. Gathering specified information and compiling routine reports

Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:
Have an assigned State fleet vehicle
Are required to operate a vehicle as part of the position
Utilize a State fleet vehicle as a pool vehicle
