DESCRIPTION OF WORK

In this position, you will help monitor oil and gas activities and protect Pennsylvania's water resources. The work you will do combines field inspections, investigations, compliance work, and public service to support environmental laws and regulations. As a Water Quality Specialist, you will perform the following duties:

• Data Management: Input data into electronic systems while ensuring accuracy and consistency
• Facility Inspections: Conduct routine inspections of oil and gas sites and related facilities to evaluate compliance with permits, environmental laws, and department requirements
• Complaint Investigations: Investigate reports of environmental damage, water supply impacts, or health and safety concerns by collecting samples and reviewing findings
• Compliance Enforcement: Issue violation notices, support enforcement actions, and assist with case preparation and hearing activities when needed
• Equipment Operation: Use scientific instruments to collect and interpret environmental measurements
• Plan Review: Review environmental plans, permits, restoration documents, and related submissions from operators for regulatory compliance
• Field Documentation: Record inspection results, photographs, videos, sample information, and other data in computer systems while maintaining data quality standards
• Public Assistance: Respond to questions from citizens, operators, consultants, and partner agencies regarding oil and gas activities and environmental requirements

Work Schedule and Additional Information:

• Full-time employment
• Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in New Stanton. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

• Successful completion of the training program for the Water Quality Specialist Trainee; or
• Any equivalent combination of experience and training which affords the applicant the required knowledges and abilities.

Special Requirements:

• You must possess a valid motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.

Other Requirements:

• You must be able to perform essential job functions.

This position is subject to the provisions of a collective bargaining agreement or memorandum of understanding. 

You must be eligible for selection in accordance with merit system employment regulations.
