Brief Job Description

The Workforce Support Specialist (Program Specialist V) reports to the Director of the Strategic Operations Unit in the HHS Office of Chief Counsel (OCC). The position performs highly advanced senior-level consultative and technical assistance work for OCC and its divisions, with emphasis on workforce operations, human resources, planning, and process improvement. The position works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

This role coordinates with OCC leadership and staff, HHS Human Resources, and other stakeholders to oversee and implement organizational and procedural changes, support recruiting, hiring, and onboarding needs, assist with paperwork and documentation related to job audits, reclassifications, and payroll requests, and serve as the internal subject matter expert on human resource policy and procedures. This position will also be the primary OCC liaison to HHS Human Resources.

 

This position may be eligible for part-time telework. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need. The on-site office location for this position is located at the HHSC North Austin Campus.

 

Essential Job Functions (EJFs)

EJF1 (20%): Serves as subject matter expert and resource on HR and workforce policies for OCC. Develops and maintains operational policies and procedures for workforce support including the creation of work plans and timelines. Develops templates, forms, standards, and communications to assist in improving quality and efficiency.

EJF2 (15%): Coordinates job audits and other payroll impacting processes for OCC. Facilitates management responses to address questions, concerns, or observations. Provides guidance to program staff to ensure the successful review of requests positions audits. Reviews HR requests to ensure compliance with policy. Performs positions control functions including position classification; document tracking and processing; position-related budget management; and entering data change request into the Budget and Position Control System.

EJF3 (35%): Assists supervisors with recruiting, hiring, and onboarding staff. Provides technical assistance to supervisors on using the HHS Career Center to post and fill vacant positions. Serves as recruiting partner for postings, as needed. Develops and maintains OCC new employee orientation materials, including PowerPoint slides, orientation packet, SharePoint page, and other resources.

EJF4 (20%): Supports OCC’s internal staff development efforts, including managing the internship program, supporting operational coordination of continuing education legal education efforts, and developing and delivering internal trainings.

EJF5 (10%): Other duties as assigned, including participating in cross-division/Chief-area workgroups, process improvement projects, and other planning efforts that benefit OCC staff and leadership.

Initial Screening Criteria: Must have at least 3 years experience working in human resources or workforce development in state government. Must have experience working with Microsoft 365 applications, including SharePoint. Experience in developing policies and procedures and/or developing and delivering training and technical assistance, preferred.
