Zoning Policy Analyst

Job Summary

This position is located in the Department of Buildings (DOB), within the Office of Zoning Administration (OZA). The mission of DOB is to protect the safety of residents, businesses, and visitors and to advance the development of the built environment through permitting, inspections, and code enforcement. The incumbent is responsible for leading highly complex zoning, regulatory, and operational initiatives that require advanced expertise, independent judgment, and strategic oversight. The incumbent advises senior leadership, directs cross-agency efforts, and serves as a subject-matter expert on zoning administration and policy implementation.

Duties and Responsibilities

Provides senior-level analysis and recommendations on complex zoning matters with significant legal, operational, and community impact. Conducts high-level research, forecasting, and strategic evaluation to support the development and implementation of major initiatives within OZA. Leads multi-disciplinary project teams across DOB divisions—including the Director’s Office, Office of Strategic Code Enforcement (OSCE), Office of Building and Construction Standards (OBCS), Office of the General Counsel (OGC), and other District agencies—to address District-wide challenges and execute priority initiatives. Oversees planning, project scoping, resource alignment, and outcome measurement. Serves as a senior advisor to internal leadership, providing expert guidance on regulatory compliance, feasibility assessments, and the implications of proposed zoning interpretations, legislation, and policy changes. 

Recommends improvements to strengthen agency performance and enhance customer experience. Directs the development, refinement, and implementation of cross-agency policies, procedures, and standard operating procedures related to zoning administration, permitting, plan review, and process improvement. Ensures alignment with District and federal laws, emerging best practices, and evolving political and regulatory landscapes. Represents DOB at senior-level meetings, public forums, and interagency workgroups. Cultivates and maintains productive relationships with developers, community organizations, advisory groups, legal representatives, and residents to gather feedback, build consensus, and communicate regulatory impacts. Identifies systemic gaps in agency processes, governing statutes, and regulations. Drafts or recommends new regulations, legislation, and enterprise solutions to address compliance challenges and operational inefficiencies.

Qualifications and Education

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  To be creditable, one (1) year of specialized experience must have been equivalent to the next lower grade level in the normal line of progression.

Collective Bargaining Unit: This position is not covered under the collective bargaining unit.

Position Designation: The position has been deemed security sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
