About the Department

Under general supervision, performs full-performance accounting support duties. The employee is responsible for performing moderately complex posting, encumbering of funds, and examining records to assure adherence to accounting laws and regulations. Performs related work as required.
Duties include accounts receivables.

Manages retiree accounts with health insurance and life insurance coverages. The employee will maintain accounting records and assist the supervisor with any account balance summaries or requests related to monthly account transactions. Employee will be responsible for examining policyholder account records to ensure that they adhere to accounting laws and regulations, verifying calculation of premiums billed and payments posted on account to ensure accuracy and validity of accounting transactions. Employee will communicate outstanding balances on Retiree accounts and attempt to collect premium debts. Employee will review retiree account billing statements to verify billing accuracy prior to mailing. Employee will process paperwork and maintain accurate records related to account payment options of direct draft or automatic withholding and electronic payment from the retiree’s checking account. The position will make journal entries and other transactions which require the use of accounting procedures
related to posting premium payments, refunding premium overpayments, and entering chargebacks on the general ledger. Employee will communicate frequently with associates, administrators, and general public in order to obtain information, discuss changes in insurance coverage billings or payments, or resolve problems with account transactions. The employee will be expected to make recommendations on development and revision of agencies policies and procedures related to payment processing, insurance billing, refund processes. Employee will assist supervisor in monthly account reconciliation process to ensure accurate accounting records between the OASIS ERP Financial System and the PEIA/ RHBT General Ledger. These reconciliations require complex research and accounting analysis, adherence to generally
accepted accounting principles, resulting in end-of-month adjustments to the general ledger.

Position Duties

Knowledge, Skills, and Abilities 

  • Knowledge of accounting laws and regulations of bureau/agency.
  • Knowledge of basic mathematical computations.
  • Knowledge of an automated computer accounting system.
  • Skill in the use of a calculator.
  • Skill in the use of office equipment such as a copier, fax machine, and personal computer.
  • Ability to detect and correct errors in arithmetic or to refer to proper source for correction.
  • Ability to gather and compile data for use in financial reports.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to train and review the work of others.

Minimum Qualifications

Training:  Graduation from a standard four-year high school or the equivalent.

Experience:  Three years of full time or equivalent part time paid bookkeeping, accounting or related experience.

Substitution:  Successful completion of college-level accounting courses from an regionally accredited college or university may be substituted at the rate of three semester hours equals six months experience;
OR
Successful completion of related business school or vocational training may be substituted for the experience through an established formula.
