Duties and Responsibilities
(**Denotes Essential Functions)
- **Serves as a Human Resources Specialist for the University of Hawai'i Community Colleges (UHCC), providing human resources guidance and support to the Community College campuses.
- **Provides support in recruitment and selection, classification and compensation, benefits, employee and labor relations, performance management, training, personnel administration, and other human resources functions.
- **Advises campus human resources staff, administrators, supervisors, and employees regarding human resources policies, procedures, collective bargaining agreements, and applicable University, State, and Federal requirements. Refers complex or sensitive matters as appropriate.
- **Reviews and processes position, classification, recruitment, appointment, salary, leave, separation, and other personnel actions for accuracy, completeness, and compliance with applicable requirements.
- **Provides guidance to supervisors and screening committees regarding recruitment and selection procedures and applicable recruitment systems.
- **Utilizes PeopleSoft and other human resources systems to process and monitor personnel and payroll transactions and maintain accurate employee and position information.
- **Coordinates employee onboarding, benefits, employment documentation, changes in status, and separation, including required employment eligibility documentation.
- **Monitors performance evaluation processes for APT and Civil Service employees and provides guidance and training to supervisors regarding performance management requirements.
- **Assists with employee and labor relations matters, including complaints, grievances, investigations, information requests, and related research and documentation.
- **Assists with workers’ compensation, temporary disability, unemployment, leave administration, and other employee claims and benefits matters.
- **Develops, coordinates, and conducts training and provides technical assistance on human resources policies, procedures, systems and practices.
- **Prepares and analyzes human resources reports and provides support for reorganizations, organizational charts, vacancy reporting, training, and special projects.
- **Maintains confidential personnel records in accordance with applicable records retention requirements and maintains current knowledge of relevant policies, collective bargaining agreements, and employment laws.
- **Administers and maintains UHCC systemwide faculty minimum qualifications and related guidelines and provides guidance to campuses regarding faculty minimum qualifications, initial salary placement, and other faculty personnel requirements.
- **Coordinates UHCC faculty tenure and promotion processes, including timelines, communications, documentation, and guidance on applicable procedures and requirements.
- Performs other duties as assigned.
Minimum Qualifications
1. Possession of a baccalaureate degree in Human Resources Management, Personnel Administration, Business or Public Administration and 3 year(s) of progressively responsible professional experience with responsibilities for human resources management or personnel administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2. Considerable working knowledge of principles, practices and techniques in the human resources management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with human resources management.
4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
7. Demonstrated ability to operate a personal computer and apply word processing software.
8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
9. Ability to exercise discretion and maintain confidentiality in handling sensitive personnel information and matters.
10. Ability to understand, interpret, and apply complex oral and written instructions, policies, procedures, and requirements.
11. Ability to analyze and interpret policies, rules, regulations, and collective bargaining provisions and apply sound judgment in their application.
12. Knowledge of a computerized human resources information systems.
13. Demonstrated ability to organize and prioritize multiple assignments, maintain attention to detail, and meet established deadlines.
14. Demonstrated proficiency in the to use of spreadsheet, word processing, and presentation software.
15. Ability to conduct training and presentations on human resources policies, procedures, systems, and practices.
Desirable Qualifications
1. Experience working with PeopleSoft.
2. Some knowledge of UH Community Colleges organization and processes.
3. Some knowledge of UH policies and procedures.
4. Demonstrated experience providing excellent customer service.
